Public sector claims are debts owed to the state, regions or municipalities — and they are collected by a different route from private claims.

In practice
Tax, fines, childcare charges, overpaid benefits — the public sector is a creditor in a great many cases, and those claims follow their own track. They are not handed to a private collection agency but to Gældsstyrelsen, which has tools private creditors do not.
That is why the distinction is worth knowing even if you never handle such a case yourself. If your debtor has public debt, you are competing for the same money — and the other side can take it straight out of wages before they are paid.
In a bankruptcy the picture is different. Most public claims follow the ordinary order of priority as unsecured claims and therefore queue alongside yours.
Where it commonly goes wrong
- Assuming the public sector always ranks first. That is not the general position in bankruptcy.
- Reading public debt as a passing problem. More often it signals that the ability to pay has been gone for a while.
